“Regional Initiatives and Global Security Relation” Panel

The second Hitit International Congress on Security Studies, organized by the International Relations Department of the Faculty of Economics and Administrative Sciences of Hitit University, will be held online on 09-11 December 2022.

Center for Diplomatic Affairs and Political Studies (DİPAM) will hold a thematic session on 11 December 2022 Sunday, within the scope of the Congress. In the panel titled “Regional Initiatives and Global Security Relation”, the effects of different regions for global security will be discussed.

    Assoc. Dr. Esra Pakin Albayrakoğlu is the Founder Member of DİPAM. She completed her BA program at Bilkent University, Department of American Culture and Literature and received her MA and PHD degrees from the International Relations Department of the same university. He is a full-time professor at Bahçeşehir University and a visiting professor at the National Defense University. Her expertise is on security and defense issues regarding Turkey and the Gulf. Her recent publications include the article “Turkey in Africa: From Aid to Arms” in the book “Turkey in Transition: Politics, Society, and Foreign Policy” which is compiled by Ebru Canan Sokullu and the article “Turkish Parliamentary Debates on the American War in Vietnam (1964-1971)” in the book Turkish Foreign Policy (Palgrave Macmillan, 2017). She is able to follow literature in English, French and German, and can use Russian at the basic proficiency level.

    Tolga SAKMAN, who graduated from Kocaeli University, Department of Political Science and Public Administration in 2010, started the International Relations Master Program of the War Academies Command (newly National Defense University) Strategic Research Institute (SAREN) in the same year and he graduated at 2013 with his thesis about “Analysis of Turkish Diaspora’s Participation Process to European Political System: The Cases of Germany, the Netherlands, Belgium”. He is currently continuing his doctorate studies at Istanbul University, Department of Political Science and International Relations with supervising of Prof.Dr. Haluk ALKAN and the thesis on “Security Management in the Presidential System”.

    He started his work as the Assistant Specialist at the Turkish-Asian Center for Strategic Research (TASAM) in 2012, and later continued as a Director at the National Defense and Security Institute, which was established within the institution until July 2018. SAKMAN, who started his career in 2016 at Nişantaşı University as the Rectorate Coordinator and instructor in the Department of Political Science and Public Administration, continued his duties until May 2018. He has prepared about 20 paper works and 8 books/book chapters especially on security and European politics and coordinate nearly 20 projects at home and abroad.

    SAKMAN is also the Chairman of DİPAM.
