3 Seas 1 Opportunity Conference

The Three Seas Initiative (3SI), established in 2015 is one of the largest geopolitical projects in Central and Eastern Europe, designed to integrate countries of the region within the European Union. The priority goal of this project that brings together 13 countries located between the Baltic, Mediterranean, and Black Seas is to strengthen the relations in the region in terms of economic development, energy security, transport infrastructure, and digital communication.

In the era of such intensive changes in the global balance of power, caused by the growing importance of Asian countries (especially China), Russia’s external desires, instability in the Middle East and Africa resulting in a problem of migration, as well as in the face of progressing climate change, the common challenges faced by the members of the Initiative go far beyond the economic aspects. Thus, the idea of intensification of cooperation between the Three Seas countries should also take into account the multidimensional threats to the security and stability of Central and East European countries which significantly affect the prospects for the implementation of the main economic tenets of the Initiative.

Therefore, since 2022, the 3 Seas 1 Opportunity Conference (3S1O) has been organized with the aim of providing a platform for academic, political, military and independent experts from the Three Seas countries to exchange views on the vision of creating new areas and directions for the development of cooperation between the countries of Central and Eastern Europe.

This year, the 3 Seas 1 Opportunity Conference, which will take place on 27 April 2025 in Warsaw under the honorary patronage of the Polish National Ministry of Defence and organized by The Opportunity – Institute for Foreign Affairs, has been announced as the official side event of the 10th Summit of the Three Seas Initiative. In this context, the Conference will try to find answers to the increasing threats that will directly affect the region. Türkiye is also included in the Conference, as the relations with Türkiye, which is not included in the Initiative, and Türkiye’s role in solving the problems will also be on the agenda.

Due to the agenda of the Conference, for the first time from Türkiye, DİPAM is supporting the Conference as a Substantive Partner and will contribute to the sessions where Türkiye will be discussed.
